Thank you for your question.  Our full-text coverage of the George Washington Law Review goes back to 1982.  As a result, we don't have access in our collection to an article from the George Washington Law Review from 1965.  My suggestion is to place an interlibrary loan request for this item.  Here's a link to request the item and/or create an ILLiad account (if necessary):
